The thesis is devoted to the investigation of the essence and the peculiarities of putting into effect the public policy in the sphere of culture in modern conditions. Main tendencies of the development of modern socio-cultural situation in the Ukrainian society were defined. There also were discovered the contradictions in implementation of the hublic policy in the sphere of culture, its most acute issues and their origin.
The methodology of development and putting into effect particularly purposed programs was improved. There was proved the expediency of implementation into the process of public management the program-purpose approach as an effective mechanism of putting into effect public policy in the sphere of culture, which enables the usage of optimal forms and methods of public management under conditions of limited resources.
Directions of reforming of public management were substantiated and proposed. Main of them are: decentralization and democratiization of public management, establishing of a state-public model of management, based on the principles of co-operation and partnership interaction of state agencies and the public on all levels of management and is optimal under the circumstances of the formation of civil society in Ukraine. According to the results of the investigation there were elaborated propositions and practical recommendatios on the optimisatin of modern public hjlicy in the sphere of culture and the reformation of public management under conditions of implementation of administrative reform in Ukraine.
